Due to recently updated Dutch immigration regulations, additional proof of English proficiency is required for SOME ISS-IBEI and ISS-York track applicants upon successful admission to the program in order to apply for a visa. We sincerely apologize to our applicants that we must make this announcement so late in our current application cycle, but in order to continue operating our program in the Netherlands we are required by law to make these changes.
Please note that the documents required to apply to the Mundus MAPP program itself have NOT changed, as these are visa requirements, not admissions requirements. Affected ISS-IBEI and ISS-York applicants will only be required to submit additional documents if their application is successful and they are admitted to the program in spring 2026, so that ISS can apply for Dutch visas on their behalf.
Applicants who are citizens of Australia, Canada, New Zealand, the USA, the UK, and Ireland are still exempted from submitting an English language test. Applicants from other countries who have completed a Bachelor’s or Master’s degree taught exclusively in English in Australia, Canada, New Zealand, the USA, the European Union, the UK, Ireland, Iceland, Liechtenstein, Norway, or Switzerland, or at satellite campuses of US or UK universities, are also still exempted from submitting an English language test.

Failure to submit one of the accepted English language test results within this 6-week period will result in the withdrawal of your scholarship offer and your study place in the program. (Please note that if you have already included one of the listed tests in your application to Mundus MAPP, this is considered sufficient and you do not need to submit a test again at this time.)
Accepted tests include:
· TOEFL IBT (95 or above),
· IELTS Academic (7 or above),
· Pearson PTE Academic (76),
· Cambridge English C1 Advanced,
· Cambridge English C2 Proficiency.
Duolingo English Test, IELTS Academic Online, and TOEFL IBT Home Edition results are not accepted as proof of English proficiency for Dutch visa applications, so unfortunately if you submitted one of these as part of your application you will need to provide a new test result from the list above.
Applicants from the countries that were previously exempted from submitting an English language test altogether (Botswana, Gambia, Ghana, Jamaica, Kenya, Liberia, Malawi, Namibia, Nigeria, Philippines, Rwanda, South Africa, Tanzania, Trinidad and Tobago, Uganda, and Zambia), may still apply without a test result at the time of application. Admission offers to the ISS tracks for these applicants will be conditional until one of the above English language test results is submitted. The test result must be provided no later than 6 weeks after receiving their official offer.
Applicants from all other countries not listed here are still required to submit one of the accepted English language tests as part of their application. Incomplete applications will not be considered for admission.
These changes do NOT affect the CEU tracks for the 2026-28 edition. No changes have been made to the CEU-IBEI and CEU-York admissions criteria at this time.

The Mundus MAPP Academic Board is investigating options for adjusting our admissions criteria and procedures for future application cycles, so that we can find the best balance between fairness to applicants and compliance with national immigration laws.
